1 Appendix NOTICE OF VIOLATION Union Electric Company Docket No. 50-483 i
As a result of the inspection conducted during July 16-31, 1985, and in accordance with the General Policy and Procedures for NRC Enforcement Actions, (10 CFR Part 2, Appendix C), the following violations were identified:
1.
Technical Specification 6.11 states that procedures for personnel radiation protection shall be prepared consistent with the requirements 1
of 10 CFR 20 and shall be approved, maintained, and adhered to for all operations involving personnel radiation exposure.
I Procedure HTP-ZZ-03006 allows the use of a portable cart mounted air sampling pump only if the skid-mounted GT-RE-218 unit vent monitor system pump is inoperable.
Contrary to the above, on June 7, 1985, a grab sample of unit vent gaseous concentration was collected using a portable cart-mounted air

sampling pump while the skid-mounted pump was also operating.

Technical Specification 3.3.3.6, ACTION c states, in part, while in j

Technical Specification 3.3.3.10, ACTION b states, at all times, "With l
1ess than the minimum number of radioactive gaseous effluent monitoring instrumentation channels OPERABLE, take the ACTION shown in Table 3.3-13.
Restore the inoperable instrumentation to OPERABLE status within the time specified in the ACTION, or explain in the next Semiannual Radioactive Effluent Release Report, pursuant to Specification 6.9.1.7, why this inoperability was not corrected within the time specified." Table 3.3-13 states the Minimum Channels OPERABLE is one, l
Contrary to the above, actions required by Technical Specifications 3.3.3.6 and 3.3.3.10, during the inoperability of unit vent monitor system GT-RE-218, were not completed between May 29, 1985 and June 11, 1985.
