4 ENCLOSURE 1 NOTICE OF VIOLATION Union Electric Company Docket No.: 50-483 Callaway Plant License No.: NPF-30 During an NRC inspection conducted on January 18 through February 28,1998, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

Criterion V of 10 CFR Part 50, Appendix B, requires that activities affecting quality shall be prescribed by documented instructions, procedures, or drawings appropriate to the circumstances.

Contrary to the above, on February 16,1998, instructions in Work Authorization C612323 did not provide adequate guidance for concrete core drilling work. As a result, licensee personnel drilled into a 13.8 kV power cable in an auxiliary building concrete wall.

This is a Severity Level IV violation (Supplement 1) (483/9801-02).

The NRC has concluded that information regarding the reason for the violation, the corrective j actions taken and planned to correct the violation and prevent recurrence and the date when full i compliance was achieved is already adequately addressed on the docket in this inspection report However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or j your position. In that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region IV,611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation.

If you contest this enforcement action, you should also provide a copy of your response to the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.

Because your response, if you choose to provide one, will be placed in the NRC Public Document Room, to the extent possible, it should not include any personal privacy, proprietary, I or safeguards information so that it can be placed in the Public Document Room without redaction.
