Docket No. 50-483 Union Electric Company As a result of the inspection conducted on February 26 through April 28, 1987, i
and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified:
Technical Specifications Section 6.8.1.a requires that established written i
procedures, as reconnended by Appendix A of Regulatory Guide 1.33, Revision 2, be implemented, which includes containment Leak-Rate testing.
Engineering Surveillance Procedure ESP-GP-01007, Revision 1, specifies how the Reactor l
Building Integrated Leak Rate Test is to be performed. Pages 41 and 42 of Attachment B to ESP-GP-01007 Revision 1 specifies that valve EC-V082 in the i
Fuel Pool Cooling and cleanup system be open.
Contrary to the above on April 26, 1987, Fuel Pool Cooling and Cleanup Vent Valve EC-V082 was found in the closed position, although Attachment B to Procedure ESP-GD-01007, Revision 1, showed that the valve had been opened on April 21 and verified open on April 22, 1987.
This is Severity Level V violation (Supplement I).
Pursuant to the provisions of 10 CFP. 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1)correctiveaction taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
