Union Electric Company
Docket No. 50-483
As a result of the inspection conducted on March 10 through June 24, 1985,
and in accordance with the General Policy and Procedures for NRC Enforcement
Actions (10 CFR Part 2, Appendix C), the following violation was identified:
Technical Specification 3.7.10.3 states, in part, "The following Halon Systems
shall be operable (the systems specified includes the following:)
Building
Elevation
Area Protected
Auxiliary
2026
Load center and M.G. SETS
Room *(1403)
- Areas containing redundant systems or components which could be damaged."
Action: "a." states, in part, "With one or more of the above required Halon
Systems inoperable, within one hour establish a continuous fire watch with
backup fire suppression equipment for those areas in which redundant systems
or components could be damaged."
Contrary to the above, a continuous fire watch was not established when Door
No. 14031 for Room 1403 was open from February 8 to February 10, 1985, which
rendered the Halon system for the room inoperable.
This is a Severity Level IV violation (Supplement 1).
The inspection showed that licensee action had been taken to correct the
violation and to prevent recurrence. Consequently, no reply to this violation
is required and we have no further questions regarding this item.
