NOTICE Of VIOLATION

Union Electric Company Docket No. 50-483

As a result of the inspection conducted on March 10 through May 27, 1985, and

in accordance with the General Policy and Procedure for NRC Enforcement Actions

(10 CFR Part 2, Appendix C), the following violation was identified:

10 CFR Part 50, Appendix B, Criterion V " Instructions, Procedures, and

Drawings" states, in part, " Instructions, procedures or drawings shall

include appropriate quantitative or qualitative acceptance criteria for

determining that important activities have been satisfactorily accomplished."

The Callaway Operations Quality Assurance Program (0QAP) Section 17.2.5 states,

in part, "The OQAP shall control activities af fecting quality by providing

measures for:

1. preparation of procedures, instructions, specifications, drawings

or checklists of a type appropriate to the activity and its

importance to safety;

2. provisions for the inclusion in these documents of quantitative and

qualitative acceptance criteria for verifying that an activity has

been satisfactorily accomplished."

The Callaway Operations Quality Assurance Program Section 17.2.10 " Inspection"

states, in part, that "the qualification of QC... person'1el shall be defined

in three levels of capability which are not limiting with regard to company

position and as described in ANSI N45.2.6. ...In instances where the

education and experience recommendations of ANSI N45.2.6 are not met by QC

personnel, UE shall demonstrate by documented results of written examinations

and evaluations of actual work proficiency that individuals possess comparable

or equivalent competence."

Contrary to the above, as of February 8, 1985, the licensee's QC procedures

did not provide adequate quantitative or qualitative acceptance criteria for

certification of quality control inspectors in instances where the education

and experience racommendations of ANSI N45.2.6 were not met in the following

respects:

1. the work experience used to satisfy experience and

education requirements; and

2. documented evaluation of actual work experience

Appendix 2

The inspection showed that licensee action had been taken to correct the

violation and to prevent recurrence. Consequently, no reply to this

violation is required and we have no further questions regarding this item.
