Dear Mr. Keppler:

This report is submitted pursuant to Appendix A, Technical Specification paragraphs 3.3.3.4 Action Item b and 6.9.2 Item c in relation to Meteorological System inoperability and resultant special reporting requirements.

On August 30, 1978 both of the Meteorological System Translators were replaced due to a switching malfunction, calibrated and returned to service. New Translators are received containing jumpers installed for lead compensation. The jumpers are not utilized at this plant and are normally removed prior to installation. In this particular instance, the jumpers were not removed prior to installation and when calibrated induced a lead compensation error which exceeded the Technical Specification allowable tolerance. This condition existed for a period of twenty-eight days. On Sen+ ember 28, 1978 both the fifty and one-hundred fifty foot wind direction instruments were observed to be improperly switching. While troubleshooting the switching problem the previous error was discovered and corrected.

Subsequent to this, the entire Wind Speed and Direction System was fully recalibrated with satisfactory results on October 26, 1978. All spare Translators currently in the storeroom which are available for use have been inspected to insure that the jumpers previously described have been removed. Additionally, a precautionary statement concerning translator jumper removal has been added to the applicable Instrument Maintenance procedure via Temporary Change Sheet.

This occurrence has had no effect on the health and safety of the public.
