COMPLETION OF LICENSING ACTION REVIEW FOR GENERIC LETTER 92-08,

" THERM 0-LAG 330-1 FIRE BARRIERS," DATED DECEMBER 17, 1992, FOR GRAND GULF NUCLEAR STATION, UNIT 1 (TAC NO. M85554)

Dear Mr. Hagan:

Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," dated December 17, 1992, was issued by the Nuclear Regulatory Com.2sion (NRC) staff in regard to Thermo-Lag 330-1 fire barrier systems installed at nuclear power plants. You have responded to the GL and to follow-up requests for additional information for Grand Gulf Nuclear Station, Unit 1 (GGNS) in the following nine letters: April 13 and June 22, 1993 (GNR0-93/00033 and GNR0-93/00076);

February 14 and December 21, 1994 (GNRO-94/00015 and GNR0-94/00142); March 29 and December 20, 1995 (GNR0-95/00040 and GNR0-95/00136); June 28 and December 20, 1996 (GNR0-96/00075 and GNR0-96/00134): and March 3, 1997 (GNR0-97/00006). The GNR0-XX/YYYYY number listed with each of these letters is the individual number assigned by your letter numbering system. Except for the letter of April 13, 1993, which responded to GL 92-08, your letters were in i response to our requests for additional information (RAls) dated May 17 and December 21, 1993; September 23 and December 28, 1994; November 6, 1995; and October 28, 1996.

The staff has evaluated the information provided in your letters listed above.

As stated in your response of March 3,1997, you elected to requalify the j

installed Thermo-Lag barriers in accordance with new generic industry testing and committed in your letter of December 21, 1994, to complete all fire endurance corrective actions prior to the restart of GGNS from the eighth refueling outage scheduled for completion in November 1996. Your approach was

to ensure that all Thermo-Lag fire barrier systems will provide at least a 1-hour fire rating, and in those cases where 3-hour fire reting barrier had

been installed, you planned to install or take credit for partial suppression

in conjunction with the 1-hour fire rating. Based on our evaluation of your submittals, we conclude that your program plan is acceptable to resolve the issues of Thermo-Lag fire barrier systems in GL 92-08, however, the correc-tions you have made to the plant under the program plan will not be evaluated
until a future inspection.

By letter dated March 3,1997, you stated that all corrective actions for the resolution of the Thermo-Lag issues had been implemented at GGNS during the eighth refueling outage. Hagan Based on our review of your submittal of Dece:nber 20, 1996, however, there remains a few open questions involving clarification of your responses in that i letter concerning the ampacity derating for rhermo-Lag 330-1. The staff sent i you an RAI on February 26, 1997. The resolution of these ampacity derating questions is being treated generically and is being tracked using the separate TAC No. M82809.

As you have stated that you will rl.t you should retcin all documentation related to the resolution of the concerns with Thermo-Lag 330-1 fire barrier systems for future NRC audits or inspections.
