Reply to Confirmatory Action Letter, dated March 22, 1983 This letter provides our 10 day response for San Onofre Units 2 and 3 to IE Bulletin No. 83-04: Failure of the Undervoltage Trip Function of Reactor Trip Breakers.

As documented in our Licensee Event Reports, Nos.83-019 (Unit 2) and 83-023 (Unit 3), during surveillance testing on March 1, 1983 and March 8, 1983, three General Electric Type AK-2-25 reactor trip breakers in Unit 2 and one breaker in Unit 3 failed to open when the undervoltage trip device was tested independent of the shunt trip device.

Our investigation and evaluation of the reactor trip circuit breakers are continuing. As indicated to you and members of your staff on March 18, 1983, the reporting of programmatic deficiencies identified by testing of the reactor trip circuit breakers will be provided by March 31, 1983. It is anticipated that this report will be ar. interim report. Once our investigation and evaluation of these deficiencies are concluded, a final response to IE Bulletin 83-04 will be made.
