Commonwealth Edison (CECO) would like to thank you for meeting with us and presenting the SALP 12 Report on October 11, 1994, as well as affording us the opportunity to provide our views on the SALP results.

This letter provides CECO's comments to the report.

CECO appreciates the NRC's recognition of excellent performance in the areas of Plant Operations, Maintenance, Engineering, and Plant Support. We are very pleased with the NRC's acknowledgement of the continued and dedicated efforts to achieve a high level of excellence in the performance of the management and staff at Byron Station.

Every effort will be made to continue this high level of performance.

As noted in your report, there were weaknesses in all SALP areas which are being or need to be addressed.

1. We continue to strive to eliminate personnel errors.

Several initiatives have been started which we believe will help in this area. The STAR program has been implemented as our self check program. Additionally, we continue to improve our IRP program to ensure that minor problems and trends are identified and corrected. This will help preclude the advent of them becoming major problems. Our seit assessment program continues to be an asset, ident.fying areas that need improvement.

2. We are in the process of enhancing our Engineering training in the areas of plant design basis, licensing basis and accident analysis. We are also doing an indepth study of our Auxiliary Feedwater system. The IST program scoping has been completed and a revised IST program scope has been submitted for approval. The process and prime computer change outs are in progress and when complete should eliminate the periodic failures encountered in the past.

3. With regards to fire barriers, it is management's expectation that every effort will be made to correct all degraded fire barriers in a expeditious manner. All fire barrier impairments have been prioritized, parts are being procured, and a schedule is being prepared for the repairs. We have every intention of maintaining all fire barriers to the highest level of readiness.
