This letter constitutes our response to the subject inspection report. It is our opinion that nothing in the report or in this letter is of a proprietary nature.

Our response to the item of noncompliance cited in Appendix "A" of the report is as follows:

1. Corrective Action Taken and Results Achieved Weld HP-16 The$ eld package which identified Line #1-HP-03-A 14 and the radiographic report as HP-08-C3 has been reviewed and the PSK checked to verify that the proper line number is 1-HP-08-C3.

The film package has been changed to represent the proper number.

Weld FC-46-8 The June,1980 radiograph has been reviewed, the repair area verified during the review and the "R-1" etched on the film to reflect the fact that the film included the repaired area.

Weld HP-15 Following the repair of the three (3) areas, the entire weld has been re-shot. The second radiograph was performed with

Page #2 five (5) re-shots measuring the circumference of the pipe. Although all five areas are identified as "R-1" shots, the repaired areas are not identiSed as such.

The inspector noted that the original film showing the rejected portions of this weld was not available. We have not always retained film showing rejected areas after a successful repair has been made and an accept-able radiograph obtained.

Wold FWK-31 The penetrameters in the area of interest were identified during the NES audit and the subject weld was re-shot on May 28, 1980, and records indicate acceptable technique and wold integrity. The film for this RT done on May 28, 19 80, has not been located, therefore, the field weld FWK-31 was re-shot on March 16, 1981, and was found acceptable.

2. Corrective Action To Be Taken To Avoid Further Noncompliance Henry J. Kaiser Company has undertaken a review of all packages for HJK velds. This review has been undertaken to verify that problems similar to those identified by the inspector do not exist in other packages already accepted.

All radiograph packages are reviewed before being trans-ferred to the Site Document Center.

3. Date When Full Compliance Will Be Achieved The above review is expected to be completed by April 30, 1981, and this item will be in compliance at that time.
