Carolina Power & Light Company (CP&L) hereby submits the revised Steam Generator Tube Rupture (SGTR)'nalysis for the Shearon Harris Nuclear Power Plant (SHNPP). This reanalysis is submitted in response to the NRC SGTR Safety Evaluation Report (SER) dated September 30, 1988. The revised SGTR analysis is contained in Westinghouse report WCAP-12403, "LOFTTR2 Analysis for a Steam Generator Tube Rupture With Revised Operator Action Times for Shearon Harris Nuclear Power Plant" (Proprietary) and is included as Attachment 1.

The non-proprietary version, WCAP-12404, is included as Attachment 2.

The SHNPP SGTR analysis was reanalyzed to reflect revised operat:or action times based on simulator demonstration runs. These times are listed in Attachment 3. This updated SGTR analysis utilizes the same methodology as the previous SGTR analyses. However, in addition to revised operator action times, credit has been taken for the operation of the pressurizer power operated relief valves (PORVs) to perform the reactor coolant system depressurization in this updated analysis. A meeting with NRC staff to discuss this revised SGTR analysis was held on October 12, 1989. As requested in 'that meeting, a discussion of the existing PORV capability for the SGTR event is included as Attachment 4. This discussion documents that although the existing PORVs are not safety-grade, they are extremely reliable plant components, which are required to be operable by existing plant Technical Specifications and are capable of performing the depressurization function for this event. However, in order to provide additional assurance of overall reliability, CP&L hereby commits to upgrade the pressurizer PORV manual actuation components, controls, and power supplies to safety-grade for use in the SGTR event only. This will include Class lE manual control circuits and power supplies, safety grade pneumatic power source and supply, and qualified (environmental and seismic) components whose functions are required for the SGTR event (ie. check valves and solenoid operated valves in the pneumatic supply, etc.). This upgrade is scheduled to be completed prior to restart from the next refueling outage (Fuel Cycle 4).

The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.
