Dear Hr. Denton:

Carolina Power & Light Company (CP&L) hereby subraits the following information concerning the Shearon Harris Nuclear Power Plant (SHNPP) inadequate core cooling instrumentation. This information is submitted in response to the SHNPP Safety Evaluation Report Open Item 14(d). This information responds specifically to a question from the Core Performance Branch reviewer concerning redundancy of the SHNPP subcooling monitor.

The Reactor Coolant System (RCS) subcooling information at SHNPP is calculated by one of the two 100 percent redundant ERFIS computers (ERFIS comp'ter A or B). See the attached drawing for additional system details. The ERFIS computers are integrated process and emergency response computers with a minimum availability of 99 percent. The two ERFIS computers calculate the saturation temperature corresponding to the RCS wide range pressure. In con)unction with this, ERFIS computers A and B both screen all 51 core exit thermocouples (T/C) and calculate the average core exit: temperature in the hottest core quadrant. The value is auctioneered high with the RCS loop wide range T RTD's. The auctioneered TH is compared with the calculated saturation temperature t:o derive the subcooling margin. Those calculations are updated at a minimum of once every 30 seconds. Additionally, all of the parameters are derived from safety grade inst:rumentat:ion The margin t:o subcooling can be displayed on the SPDS and any of the control room CRT's.

The margin to subcooling is also continuously'recorded in the ERFIS archive for historical reviews.
