Fuel Rod Strain-Flow Blockage Models Cooper Nuclear Station NRC Docket No. 50-298, DPR-46

Dear Mr. Eisenhut:

This letter is in response to your letters of November 9,1979 and November 27, 1979 requesting confirmation that the fuel rod strain-flow blockage models used on Cooper Nuclear Station are conservative with respect to the NRC's model derived from ORNL hulti-Rod Burst Test Facility data. Since Nebraska Public Power District does not technically have or use its own models in this area, the following discussion pertains to the use of General Electric Company approved models in association with the operation of Cooper Nuclear Station.

Via both your letters of November 9th and 27th and correspondence from GE, the District is aware of the review effort CE has applied to this issue. The District is also aware of the communications between GE and the NRC on this subject. Nebraska Public Power District herein affirms that based on correspondence from GE it is un 'erstood that over the operating range of interest pertinent to Cooper Nuclear Station the models applied by GE and approved by the NRC are of a con-servative level equivalent to the NRC model.
