This letter constitutes our formal reply to open item #3 identified in the referenced report concerning set pressures on relief valves in safety systems.

A) An investigation of construction practices during hydro-static testing of safety systems revealed no evidence to support that the set pressures of the relief valves had been changed. This investigation revealed that documenta-tion existed to support that the relief valves were, in fact, removed from the system and/or the piping blind flanged. Welded-in relief valves were properly " gagged".

B) A survey of all relief valves in safety systems was conducted to determine which valves had broken or missing set pressure seals. All valves which have broken seals have been identified on Nonconformance Reports.

C) The Electric Production Department is currently obtaining suitable equipment for verifying relief valve set pressures and will verify the set pressure of all safety-related relief valves prior to completion of each system preoperational test. The Station Quality Engineer will k ,. 4
