Subjec t: Colt Industries-Fairbanks Morse Engine Division Emergency Diesel Generators Possible Exhaust Valve Cage Holddown Uridertorquei m Gentlemen:

A 16-cylinder PC-2.5 engine i,r a marine contract has suffered a burned exhaust valve cage while under going factory tests. The burning occurred when hot exhaust gases leaked Jetween the cage and the cylinder head.

Since improper torqueing could result in such leakage, other cylinders on the engine were checked for conformance with the specified torque values.

Several were found to be undertorqued. As a result of this finding, all PC-2.5 exhaust cages are suspect and will be inspected for adequate torque-ing of holddowns. The holddown arrangement is unique to PC-2.5 engines.

There are not any PC-2.5 engines in operating nuclear plants.

There are PC-2.5 engines awaiting starting at the following plants:

1) 2 units - Union Electric, Callaway Unit One
2) 2 units - Kansas Electric & Gas Co. , Wolf Creek Station
3) 1 unit - Washington Public Power Supply System, WPPSS #3 The above units will all be checked for adequate holddown torqueing prior j to start-up.

A copy of this report is being forwarded to the utilities involved.

v Very truly yours, a fVh-
