Dear Sir:

This letter is written as a response to and a requirement of the Con-fir =atory Order submitted by the October 2,1980 letter to us from Victor Stello, Jr.

The requirements of the Confir=atory Order are stated as collows:

"1. 3y Dece=ber 1, 1980, the licensee shall:

a) Install and make or rable a system to continuously =onitor water lava.ls in all scram discharge volumes (SDV).

b) The installed system shall provide for level-indication, with an associated alarm, in the control room, for each SDV. This equipment shall provide sufficient information to the reactor operator such that if water accumulaxes in either SDV the decision about actions to be taken can be =ade in a cinely fashion from the control room.

2. Until the system described in III.1 is installed and operating satisfactorily the licensee shall increase surveillance of :he SDV water level to at least once per shift. The once per shift sur-ve111ance checks shall be at least 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> apart.
3. The licensee shall submit a report to the Director, Reactor Oper-ations Inspection, '4ashington, D.C. 20555 and to the Director of the appropriate Regional Of fice, confirming installation of the continuous water level monitoring system, with provisions for indication and alarm in the control room, at the time the instal-lation is completed."

d A system to continuously monitor water level in the north scram dis-charge volume (SDV) was installed, tested, and considered operable on October 10. A system was also installed in the south SDV on October 17, 1980. This completed the requirements of the above la). The surveil-lance check was continued on a shif t basis on both SDV's until instal-lation was completed and_ properly tested on the south SDV on October 17, 1980. At that time, the once per shift surveillance check _was term-inated. This met requirements of item 2 of the order. The installed system provides for level-indication with an associated alarm in the i

control room for each SDV. This equipment provides sufficient infor-mation to the operator such that if water accumulates in either SDV, the decision about actions to be taken can be made in a timely fashion from the control room. This fulfills item lb) of the order.

In our letter to you on September 11, 1980, we indicated that we had' planned to have an installation completed by October 10 providing the equipment was delivered on schedule. We had planned to use UT for this installation. However, because of delays in the scheduled delivery of this UT equipment, we decided upon installation of a level switch on each SDV header vhich has been completed. The UT equipment is still not on site and its arrival is uncerts.in at this time. If and when the equipment arrives, we will consider its use for further improvement and reliability of our SDV monitoring system.

3y copy of this letter to the Director, Reactor Operations Inspection, we have completed the item 3 requirements of the order.
