Dea,r Sir W s As one of the citizen groups which was recently granted intervenor status in regard to the North Anna spent fuel co=paction issue (by decision of ALAB, January 26,1979), sa are very concerned about the status of the settlement issue at North Anna. 'de understand that two sets of Technical Specifications for the settlement limits at North Anna have been in errer as drawn up by the IUiC staff, and tha,t there is currently an investigation by the Justice Department of possible concealment by Vepco from the Atemic Safety and Licensing Board of settlement risks at the site.
In the Appeal Soard's current consideration of whether to double the allowable settlement to be alleued at the pg=phouse, we hope you will take into account the need of the public, especially in Virginia, to have utmost cenfidence that the se'tle=ent c situatien at North Anna i erifiably safe. Such assurance is not now available, especially in light f the conceal =ent by Vepco of the major singing cf August 1977 Our group asks the Boards (1) to hold a public hearing on sekle=ent conditions at North Anna as this affects all buildings on the site, including the spent fuel storage pool (2) not to increase the " allowable settlement" for the pcheuse before s_uch a hea d g.
