This plan revision became effective March 1,1999. A descriptio,1 and justification for the changes are included with the plan revision.

We have determined that these changes do not decrease the safeguards effectiveness of the plan.

The enclosed material contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended, if you have any questions, please contact us.
