NORTH ANNA jNVIRONMENT'L COALITION Ch.a.rlottesv1lle, Virginia.

Hailing Address:

4U Off0no Drivo February 28, 1980 Hants~ille, Al~a:ma 36801 (205) 535-0678 Mr. Thomas Gibbons, Esq.

Office of Commissioner Peter Bradford U.S. NUCLEAR REGUIATORY COMMISSION Washington, D. C.

20555

Dear Mr. Gibbons:

I hope that by now your office has received NAEC's letters to Commissioner Bradford of February 18 and 22.

Because we appreciate your interest in VEPCO steam generator problems at both the Surry and North.Anna sites,,

we are enclosing two *additional items:

Y'

. ~:~S~(~--n:.0 u:;n;:;

--NAEC's January 7 news release on North Anna corrosion problems (written before we knew of demineralizer defects and 4 addit-ional resin spills); and

--NRC's 1-21-80 letter about the installation of an inspection port for steam generator surveillance at North Anna; Unit #2 now, Unit lfl in 1981 We do hope that the Commissioners will concur that with the continuing steam generator problems at North Anna it would be unwise to wait for over a year before installing an in-spection port for North Anna Unit 1/1...

I The Coalition was glad to learn that the Commissioners are also following closely the newly revealed disc-crack problems in Westinghouse turbines.* As you know, the North Anna Appeal Board has retained jurisdiction over the "turbine missile issue" at North Anna.

In that regard, NAEC would call you attention to a report of ten years a*go, June 25, 1970, in which NRC Inspector W. A.

Crossman wrote to F. J. Long that Westinehouse turbine blades come out more easilv than anticipated and that ACRS is looking at problems associated with containment penetration by a tur-

.bine blade. We would inquire the results of the ACRS study and its relation to the newly revealed Westinghouse defects. Did their study take into account the settlement of the turbine pedestal at North Anna and the necessary shimming?

I look forward to hearing from you.

Sincerely,

~~~-
