VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 1 THIRD TEN YEAR INSERVICE INSPECTION PROGRAM in accordance with 10 CFR 50.55a(g), Virginia Elearic and Power Company Mmits the inservice inspection (ISI) program for the third ten-year inservice inspection interval for North Anna Unit 1 for Class 1,2 and 3 components and component supports. The program, included as Attachment 1 to this letter, describes the programmatic aspects of inservice examinations of components and component supports and system pressure tests. Consistent with NRC guidance, on December 21,1998 (Serial No.98-696), we requested a two year delay in the submittal of our third interval ISI Program for Class 1 piping (B-F and B-J) in order to develop a risk-informed ISI program. Therefore, the third interval ISI Program for Class 1 piping is not included in this submittal.

This program has been written in accordance with the requirements of the 1989 Edition of Section XI of the ASME Boiler and Pressure Vessel Code. However, the unit was not designed to completely meet the detailed inservice inspection requirements of Section XI. Therefore, we are requesting relief from certain inspection and testing requirements, which have been determined to be impractical.

Relief requests previously submitted in interval 2 are identified along with the NRC approval date. In accordance to 50.55a(g)(5), our requests for specific relief from the Code requirements are included in the attached program.

The North Anna Unit 1 inservice inspection program plan identifying the specific l

components and component supports selected for examination during the third interval is included as Attachment 2.

The system pressure test plan is also included as.

The third ten-year inspection interval for North Anna Unit 1 begins on May 1,1999. It is ng/

our intent to implement this revised inspection program for Class 1, 2 and 3

components and component supports at that time. To facilitate your review of our program, we will provide one set of reference drawings under separate cover to the NRC Project Manager.
