Violation of the Environmental Technical Specification 2.1.b.(2) 111 that the terperature differential between inlet and discharge. . .temperatum changed at a rate in excess of 2*F/hr.
.Review of the effluent temperature and a T recorder indicated that during the one (1) hour period. 0650 to 0750 hours0.00868 days <br />0.208 hours <br />0.00124 weeks <br />2.85375e-4 months <br />, the net
,.change in effluent temperature was.3*F which was l'F/hr. in excess of the limit of 2*F/hr. -
The plant was in the cooldown mcde and the decay heat system was
.placed into service iceediately prior to the occurrence. The additional
- lheat load imposed on the effluent water was not monitored closely i enough by the operator and the late untimely response of adjusting the Mechanical Draft Cooling Tower fan combination to compensate for the temperature change resulted in exceeding the 2*F/hr. limit.
Plant operating procedures will be reviewed to determine if
