Reportable Occurrence No. 77-02/4P Oear Mr. O'Reilly:

I-NRC) and Mr. G. A. Kunder (TMI-I Supervisor of Operations) at 7 March 1977.

A violation of the Environmental Technical Specification 2.1.b.(1) occurred in that the river water discharge tenperature exceeded the inlet river water temperature by 14of thus exceeding the 120F AT limit on 4 March 1977.

The inlet river water terperature at the time of the incident was 380F and the ambient cir tenperature was 540F with a relative humidity of nearly 100%.

These conditions of low inlet terperature and high ambient temperature resulted in the inability of the Mechanical Draft Cooling Tower to adequately cool the discharge water. The cooling tower fans.were secured earlier since they began adding heat to the water rather than cooling it. The 120 6T Ifmit was exceeded for approximately one (1) hour with a maxirum aT of 140F.

The incident will be reviewed to determine if any corrective action can be taken to prevent future occurrences.
