Tbc incident was the result of a storn front passino thrcuch the area causina w'nd velocities to racidly increase from 5 to 35 roh and ac+1ent air ta-eratures to decrease from ?dD to 820F in ar.oronicately 15 c.inutes which had the overall effect of increasing the P.iver Water oT in the neaative ritrection.
