Title:

Surface Weter Analysis Indicating a Radienuclide Level in Excess of 10X Background.

?/pe :

A reportable occurrence as defined by Technical Specifications 5.6.2.2.(A) in that an analysis of Surface Water showed a Zr-:Ib-95 value exceeding the background level by greater than 10X.

, (5) Conditions Prior to Occurrence:

N/A (6) Description of Occurrence:

Analysis of the Month]y Ccmposite Curface Water sample collected 11/4/76 through 11/30/76, analysed 12/13/76 and reported to Met-Ed by its consultants en 12/21/76 yielded radionuclide levels at one indicator location (TM-sW-9A2), apprcximately 0 5 miles downstream, ten times greater than the background station TM-5W-15F1 approximately 8.7 miles upstream of the station.

The analysis results are as follevs:

A thorough review of station effluent data and other environmental media sample analysis results indicates that this result should not be attributed to station operatien in that:

a)

Zr-95 was not discharged from TMI during Novcmber in concentrations above minimum detectable levels.

b)

Nb-95 discharged from '3fI during November had a maximum ccncentratien of 0.08pCi/L and an average concentration of 0.0027pCi/L.

These values do not include river water diluticn between the effluent pipe and the na=pling point.

c)

Zr-Nb-95 was noted in higher than normal concentrations in air particulate, sediment and fish samples in both background and indicator sampling locaticns during this perio<i due to fallout from the Chinese Atmospheric weapons test.

d)

Zr-Nb-95 was not noted in the discharge water aceposite sample taken over the same period.

e)

Zr-Nb-95 was noted in similar cencentrations in the upstream (background) lccation but not in the indicator (downstream) location during the October sampling period.

Therefore, it is our conclusion that the radicactivity present in the subject sample in all probabi_1ty is not due to station operation, and should be attributed to fallout frem the atomspheric weapons tests of September and Nove=ber, 1976.

(8) Analysis of Occurrence:

This occurrence did not constitute a threat to the health and safety of the public in that: the concentration of radicactive material noted is less than 1/10C00th of the Maximum Permissable Concentration of 10CFR20.

(9) Corrective Action:

Since this occurrence cannot te definitely attributed to a source other than the station, the environmental engineering staff vill closely monitor results of analyses performed in accordance with the requirements of the Environnental Technical Specificaticns. A discussion of these analysis results vill be included in the annual radiological environmental =cnitoring program report.
