Dear Sir:

Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Licensee Event Report No. 83-18 This telecopy is to confirm the conversation between Mr. F. Young, Region 1 NRC and Mr. M. A. Nelson, at 1155 hours0.0134 days
0.321 hours
0.00191 weeks
4.394775e-4 months
on August 4, 1983. The event described below was declared reportable at 1000 hours0.0116 days
0.278 hours
0.00165 weeks
3.805e-4 months
on this date.

On August 3,1983, during the course of maintenance inspections, being per-formed on hydraulic snubbers, two small bore snubbers (Mark No. RC-23-10 and RC-24-12) were identified as being installed on the Reactor Coolant System hot leg vent piping downstream of valves RC-V15A and B. These snubbers have been installed since 1973, but, through personnel error, were not identified as safety-related snubbers for the purposes of performing the surveillance inspections and tests which are required by Tech. Spec. 4.17. It is believed that the personnel error was a failure to consider the two small diameter piping isometric field sketches (which are the only plant drawings which identify these snubbers) when the initial safety-related snubber list was prepared. This e' rent is therefore considered reportable within 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
in accordance with Tecn. Spec. 6.9.2.A.(6).

These snubbers will be verified operable pcr Tech. Spec. 4.17 prior to leaving the present cold shutdown plant condition in accordance with Tech. Spec. 3.16 requirements.

The details of this occurrence and the corrective actions to prevent its recurrence will be provided within 14 days.
