Dear Mr. Duncan:

This refers to the May 23, 2007, meeting conducted at our request at the New HorizonsFellowship located at 820 E. Williams St. (Highway 55), Apex, North Carolina. The NRC's Director of Division Reactor Projects, Chief of Reactor Projects Branch 4, NRC Headquarters Staff, Region II Public Affairs Officer, and Resident staff assigned to the Harris Nuclear Plant met with Progress Energy - Carolina Power and Light Company (CP&L) to discuss the NRC's Reactor Oversight Process (ROP) and the Harris annual assessment of safety performance for the period of January 1, 2006 - December 31, 2006. Attendees included CP&L management, CP&L site staff and approximately forty members of the public. Enclosed are the NRC's presentation slides and the licensee's handout.The discussions focused on the following topics: The NRC 's assessment program, the resultsof the Harris assessment, and future NRC inspection activities. The NRC answered questions from your staff, the media and the public, following the meeting. The meeting was informative and did not result in any specific action items or decisions. In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and itsenclosures will be available electronically for public inspection in the NRC Public DocumentRoom or from the Publicly Available Records (PARS) component of NRC's document system PE - CP&L2(ADAMS).
