ThisletterrespondstoMr.DarrelG.Eisenhut'sletterdatedDecember27,1984(GenericLetterNo.84-24),whichrequestednuclearpowerplantlicenseestoprovidecertificationpertainingtocompliancewith10CFR50.49.PursuanttoMr.Eisenhut'srequest,thefollowingcertificationisprovidedfortheDonaldC.CookNuclearPlantUnitNos.1and2:ThereiscurrentlyinplaceanEnvironmentalQualification(EQ)Programwhichisestablishingthequalificationrequirementsfortheapplicableelectricalequipment.WebelievethisEQProgramsatisfiestherequirementsof10CFR50.49asweunderstandthem,withintheconstraintscurrentlyapprovedbytheNRCstaff'sSafetyEvaluation(SE)datedJanuary11,1985.Tothebestofourknowledge,asofthisdate,nofurtherextensionsbeyondthosecurrentlyapprovedforourJustifica-tionsforContinuedOperation(JCOs)willberequestedfromtheOfficeofNuclearReactorRegulation.Intheeventwediscoveranyqualificationdeficiencies,wewilltreatthemasnoncompliancesanddevelopacorrectiveactionschedulewithNRCRegionIII.ItisnotedthatthiscertificationdoesnotapplytoRegulatoryGuide1.97equipment,whichwillbeevaluatedandqualifiedaspartofourRegulatoryGuide1.97reviewprocess.Additionally,it,isnotedthattheD.C.CookPlantSurveillance/Maintenance/Replacement(SMR)ProgramisscheduledforimplementationbyMarch31,1985.TheSMRprogramisbeingdevelopedincompliancewiththeagingevaluationrequirementsofIEBulletinNo.79-01B.Electricalequipmentrequiredtoprovideatleastonepathtosafeshutdownhasbeenqualified,orJCOshavepreviouslybeenprovided,ornoncomplianceswillbereportedtoNRCRegionIIIundertheLicenseeEventReport(LER)reportingrequirements.Allotherequipmentwithinthescopeof10CFR50.49,subjecttotheconditionsspecifiedinthefirstcertificationabove,iseither85013100bO850125PDRADOCK05000315PPDRA@
