ThepurposeofthisletteristoinformyouofourintenttomakeachangetothedesignofthelowertieplateinthefuelassemblieswhichwillbefabricatedbyAdvancedNuclearFuelsCorporation(ANF)fortheupcomingD.C.CookUnit2Cycle7reload.D.C.CookUnit2Cycle7isscheduledtobeginoperationinJune1989.Thereloadwillconsistof80assembliessuppliedbyANF.Theassemblieswillincorporateadebris-resistantlowertieplateinthefuelassemblydesigntoprovideprotectionfortheassembliesintheunlikelyeventthatdebrisispresentintheprimarycoolantsystem.Thenewlowertieplateisspecificallydesignedtoentrapdebrisofthesizewhichwouldbeexpectedtobecomeentrappedinthefuelassemblyspacers.Unit2Cycle7willbeprecededbyanextendedoutagetoreplaceallfoursteamgenerators.Althoughextremecautionwillbeexercisedduringthisoutagetopreventdebrisfromenteringtheprimarycoolantsystem,therevisedlowertieplatedesignisconsideredadditionalprotectionagainstfueldamage.AsafetyreviewoftherevisedlowertieplatedesignhasbeenperformedbyANFandisincludedasanattachmenttothisletter.Thisreviewconcludedthatthereviseddesigndoesnotconstituteanunreviewedsafetyquestionasdefinedin10CFR50.59.ThisconclusionwasbasedonpressuredropdataobtainedexperimentallybyANF.Theseexperimentsdemonstratedthatthepressuredropfortherevisedlowertieplatedesignwaslessthan0.5%higherthanthepresentdesign.ThisdifferencewasconsideredexceedinglysmallandisboundedbytheassumptionsofthecurrentD.C.CookUnit2Cycle6safetyanalysesperformedbyANF.po9~~>>88709ePDRADQCK05000316P",."".PDRJ

AtAEP'srequest,AdvancedNuclearFuels(ANF)hasincorporatedadebris-resistantlowertieplate(LTP)inthefuelassemblydesignasaprecautionagainsttheunlikelyeventofdebrisbeingpresentintheprimarycoolantsystem.Thedebris-resistantLTPhasbeendesignedtoreducethepossibilityofdebrisenteringthefueledregionofthefuelassemblyfromtheprimarycoolantsystem.Specifically,itisdesignedtoentrapdebrisof*thesizewhichwouldbeexpectedtobecomeentrappedinthefuelassemblyspacers.ThisisanimprovementoverthecurrentLTPdesigninthatitwillaidinthepreventionoffuelrodfailuresassociatedwithdebrisbecomingentrappedinthefuelassemblyspacersandproducingfailuresduetofretting.Further,entrappingdebrisintheLTPinsteadofinaspacerwillprovidemoretimefortheflowtorecoverduetocrossflowaffectsbeforereachingtheHONBRregion,AreviewofthepressuredropinformationprovidedinReference(1)indicatesthattheunchamfereddebris-resistantLTPproposedforD.C.CookUnit2hasessentiallythesamepressuredropasthecurrentLTP.Thatis,lessthana0.5%differencewasobservedinthetestdataobtainedbetweenthecurrentLTPandtheprcposedunchamfereddebris-resistantLTP.Sincethisdifferenceisexceedinglysmall,itwillproduceonlyaveryminorinletflowperturbation.ThisminorinletflowperturbationwouldbeexpectedtodisappearduetocrossfloweffectspriortoreachingtheaxiallocationatwhichHONBRwouldoccur.Further,thecurrentHONBRanalysisperformedfor0,C.CookUnit2assumeda5%inletflowmaldistributionforthehotchannelwhichissignificantlylargerthantheinletflowmaldistributionwhichwouldbeexpectedfromtheLTPchange.Basedonthis,itisconcludedthattheCycle6safetyanalysiswillcovertheplantconditionsexpectedtooccurasaresultoftheLTPchange.Thus,AdvancedNuclearFuels(ANF)hasconcludedthattheresultspresentedintheCycle6DispositionofEventsandsafetyanalysisreportsarenotaffectedbythechangeinLTPandthatthesereportswillremainapplicabletofuture T.Georgantis(AEP)July30,1987ANF-AEP/0597cycleswiththeunchamfereddebris-resistantLTP.Consequently,ANFconcludesthatthesubstitutionoftheunchamfereddebris-resistantLTPforthecurrentD.C,CookUnit2LTP:(I)Doesnotinvolveasignificantincreaseintheprobabilityofoccurrenceortheconsequencesofanaccidentpreviouslyevaluatedinthesafetyanalysisreports(2)Doesnotcreatethepossibilityforanaccidentormalfunctionofadifferenttypethananyevaluatedpreviouslyinthesafetyanalysisreport.(3)Doesnotinvolveasignificantreductioninthemarginofsafetyasdefinedinthebasesforthetechnicalspecifications.Therefore,ANFconcludesthatthesubstitutionoftheunchamfereddebris-resistantLTPforthecurrentLTPdoesnotinvolveanunreviewedsafetyissueasdefinedin10CFR50.59.Noadditionalanalysesarerequiredinsupportofthisfinding.Ifyouhaveanyquestionsorcommentsregardingtheabove,pleasefeelfreetocontactus.cc:J.M.ClevelandDH.Malin~V.VanderBurgSincerely,.r.-..g'-wŽ'aryN.Ward,ManagerReloadLicensing
