This is in response to your letter of November 9, 1978, addressed to Mr. Olan Parr, expressing concern regarding fuel rack swelling at the Monticello Plant, and requesting an opportunity to review the l General Electric Topical Report NE00-24076 on the General Electric i High Density Fuel Storage System.

We share your concern regarding fuel rack swelling and the accept-ability of pressure relief holes (venting) in the racks as a long term solution to the swelling problem. While we have determined that venting of the Monticello racks is a safe and effective measure 4 for the present, we have not yet determined whether the measure affords adequate assurance against rack swelling for the expected life of the j racks. This is a consideration that is being evaluated in our contin-

' uing review of the GE Topical Report, NED0-24076.
