Dear Mr. Gibson:
Inclosed is an inspection report of:a shipment of radioactive material (non-radioactive waste) from the Northern States Power company, Monticello facility, Minnesota to the Chem-Nuclear's Mobile Operations Division, Barnwoll,' South Carolina.
The transport vehicle was designated " Exclusive Use" and therefore the responsibility of the shipper to meet compliance.
This shipment was inspected by a Department representative on September 19, 1983, for compliance with applicable regulations.
Since.this shipment was not designated :as radioactive waste,- we are referring the matter to NRC for enforcement action.
.However, if NRC chooses not to pursue this,.the Department can take action r2nder other applicable regulations.
