Dear Mr. Denton:

This letter documents the schedule for providing the remaining responses requested in Enclosure No. 3 to Mr. D. G. Eisenhut's letter of December 22, 1980 on the Control of Heavy Loads in nuclear plants.

Our submittals will be provided in various phases, as follows:

Phase Ia Submitted June 18, 1982 Phase Ib All other cranes and hoists October 1, 1982 encompassed by NUREG-0612 Section 2.1. This response will not include the analysis of the lifting arrangement for the reactor head and upper internals which we are planning to have Westinghouse perform.

A schedule has not yet been established for this work.

Mr. Harold R. Denton AEP: NRC: 0514D Mr. Eisenhut's letter (Page 2, Item 1) initially requested response dates for Section 2.1 by June 22, 1981 and for Sections 2.2, 2.3, and 2.4 by September 22, 1981; and asked that for any date that could not be met, to furnish a proposed revised date, Justification for the delay, and any planned compensating safety actions during the interim. The Justification for our delayed responses is as follows:

We submitted a response to Section 2.1 on July 31, 1981 and planned to submit responses for Sections 2.2, 2.3 and 2.4 in the fall of 1981.

In the interim we received the Franklin Research Institute (FRI)

Technical Evaluation Report (TER). In a telephone conference with your staff and FRI on Decembei 17,'981, additional information was requested and it was suggested that we make the submittal in two phases (Phases I and II) . The additional information requested, together with a thorough review by us of what is necessary to respond to the NRC on the Control of Heavy Loads issue in an accurate and responsive manner, has resulted in the response dates listed above. We trust that these submittal dates will be acceptable to the NRC. We have taken compensating safety actions during the interim to resolve a concern with dropping a missile shield block in three areas of the Plant: (1) In;Containment Missile Shield, (2) Auxiliary Building Horizontal Missile Shield, and Auxiliary Building Vertical Wall Missile Shield. New lifting arrangements were designed and fabricated. They are being used for the current Unit 1 refueling outage. The analyses for these lifting arrangements will be submitted in Phase Ib.

Mr. Eisenhut's letter (Page 2, Item 2) requested us to "furnish confirmation within six months that implementation of those changes and modifications you find are necessary will commence as soon as possible without waiting for staff review,'o that all such changes, beyond the above interim actions, will be completed within two years of submittal of Section 2.4 for the above report." It is our intent to incorporate all changes which we deem necessary within the two year period.

Mr. Eisenhut's letter (Page 2, Item 3) requested us to "furnish justification within six months for any changes or modifications that would be required to fully satisfy the guidelines of Enclosure 1 which you believe are not necessary." We plan to provide this justification I

in the remaining individual Phase and Phase II submittals. We trust that this will be acceptable to you.
