Dear Mr. Singer:

This refers to the public meeting conducted at your Browns Ferry Plant located near Athens,Alabama on December 7, 2005. The purpose of the meeting was to discuss the Browns Ferry Unit 1 (BF1) Restart Project Status. Discussions during this meeting included the following topics: work activities accomplished to date, schedules for future milestones, TVA responses to challenges, and activities important to NRC oversight and inspections regarding Unit 1. Enclosure 1 contains a list of attendees. Enclosure 2 contains the presentation material used by your staff to discuss the status of the Browns Ferry Unit 1 Restart Project. Enclosure 3 contains the NRC Browns Ferry Unit 1 Recovery Issues List which represents the NRC's understanding of the issues requiring NRC review prior to restart of Unit 1. The list is current asof December 7, 2005, the date of the meeting. The meeting was informative and a beneficialexchange of information. Although it did not result in specific action items or decisions, both sides gained a better understanding of near term priorities. These periodic public meetings willcontinue throughout the recovery process. In addition, on December 6, 2005, the Nuclear Regulatory Commission (NRC) held an internalmeeting of the NRC Browns Ferry 1 (BF1) Restart Oversight Panel at the Browns Ferry site. Asecond follow-up panel meeting was conducted via telephone on December 15, 2005, to complete unfinished panel business. The purpose of this panel meeting was to discuss NRC perspectives on the BF1 restart project status, results from recent NRC inspections of BF1, status of notable licensing actions, and recent issues important to NRC oversight andinspections. The panel was established in accordance with NRC Inspection Manual Chapter(IMC), IMC 2509, "Browns Ferry Unit 1 Restart Project Inspection Program." The purpose of IMC 2509 is to provide the policies and requirements for the restart inspection program, to establish a BF1 Restart Oversight Panel, and to document the major regulatory and licensee actions associated with the restart. Prior to the Unit 1 recovery, additional Special Programs existed which were closed and/or combined with theremaining 27. This matrix identifies all 30 Special Program areas in order to clarify how several programs have been consolidated into theinspection process based on how the issues were reviewed for the Unit 2 and 3 recoveries.
