On May 11, 2023, the U.S. Nuclear Regulatory Commission staff met with Tennessee Valley Authority (TVA) for an environmental pre-application discussion regarding TVAs future submittal of a subsequent license renewal application for Browns Ferry Nuclear Plant, Units 1, 2, and 3. Pre-Submittal Meeting for License Renewal Application for Browns Ferry Nuclear Plant, Units 1, 2, and 3 - Environmental Date of Meeting: May 11, 2023, 10:00 pm - 12:00 pm Location: Webinar Type of Meeting: This was an Observation Meeting in which attendees had the opportunity to observe the U.S. Nuclear Regulatory Commission (NRC) performing its regulatory function or discussing regulatory issues. Attendees had the opportunity to ask questions of the NRC staff or make comments about the issues discussed following the business portion of the meeting.

Purpose of the Meeting(s): NRC met with Tennessee Valley Authority (TVA) to discuss the preparation of the environmental report for the subsequent license renewal application (SLRA) for Browns Ferry Nuclear Plant, Units 1, 2, and 3 (Browns Ferry or BFNP).

General Details:

The NRC staff held a public (observational meeting) with the TVA to discuss the preparation of a Browns Ferry subsequent license renewal application by TVA, in the form of a webinar, on May 11, 2023, 10:00 pm to 12:00 pm. The meeting was attended by (a) NRC staff members from the Division of Rulemaking Environmental and Financial Support and (b) TVA license renewal personnel and supporting related personnel. Staff conducted the pre-application public meeting, in accordance with title 10 of the Code of Federal Regulations part 51.40 Consultation with NRC staff.

Summary of Meeting:

By letter dated May 27, 2021 (Agencywide Document Access and Management System (ADAMS) ML21147A359), TVA submitted a letter of intent to submit a SLRA for BFNP Units 1, 2, and 3.

On May 11, 2023, the NRC staff held a public meeting with TVA to discuss the expected content of the upcoming submittal of the SLRA for BFNP with a focus on the environmental review. Enclosure

2 NRC began the meeting by presenting an overview of the subsequent license renewal process with a focus on the environmental review of the application and noted that a separate pre-application for the safety review would be held on the afternoon of May 11. The staff shared a tentative review schedule based on an approximate submission date of December 2023:

Activity Estimated Date Application Submitted December 2023 Project Start Date (SLRA Application) February 2024 Scoping Period April/May 2024 Environmental Audit September 2024 Draft Supplemental Environmental Impact February/March 2025 Statement (SEIS) Published Draft SEIS Public Comment Period April/May 2025 Final SEIS Published Fall 2025 TVA began its presentation with an introduction of its environmental core team and organizations supporting the BFNP subsequent license renewal SLRA, then provided background information regarding the BFNP site. BFNP Units 1, 2, and 3 entered periods of extended operations in 2013, 2014, and 2016, respectively. TVA is proposing the NRC subsequently renew the renewed facility operating licenses for BFNP Units 1, 2, and 3 to allow an additional 20 years beyond the current renewed license expiration dates for each unit. TVA noted that implementation of the SLR would not require major new construction, alterations, or refurbishment to BFNP.

TVA noted that, as a government agency, it complies with the National Environmental Policy Act process. As such, TVA is developing a SEIS in parallel with its SLRA environmental report. TVA anticipates that its final SEIS will be available in June 2023 with a record of decision being published in July 2023. TVA outlined its submittal approach, which utilizes NRC regulations and guidance documents. TVA intends to submit its SLRA for BFNP Units 1, 2, and 3 to the NRC in December 2023.

Following the presentations, there were no additional discussions or questions from NRC or TVA representatives.
