OF FEBRUARY 7, 2024, PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY TO PRELIMINARILY DISCUSS THE PLANNED APPROACH FOR THE BROWNS FERRY NUCLEAR PLANT HYDROLOGIC ANALYSIS (EPID L-2024-LRM-0013)

On February 7, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a public teleconference with representatives of the Tennessee Valley Authority (TVA, the licensee) regarding a future license amendment request (LAR) for the Browns Ferry Nuclear Plant (Browns Ferry). The meeting notice and agenda for this meeting, dated January 24, 2024, are available at ADAMS Accession No. ML24024A043. TVA requested the meeting to discuss its planned approach for a future pre-submittal meeting with the NRC to discuss its proposed LAR to revise the Browns Ferry updated final safety analysis report (UFSAR) to reflect changes to the hydrologic analysis (hereafter referred to as the Hydrology LAR). TVA stated that the Browns Ferry Hydrology LAR will be based on the same probable maximum precipitation (PMP) basis document and application methodology, the same hydrologic modeling software, and the same base model, used for the recent Sequoyah and Watts Bar Hydrology LARs. TVA asked for the NRC staffs preference regarding repeating the detailed discussion on gridded rainfall previously provided during the Sequoyah pre-submittal meeting during the next Browns Ferry pre-submittal meeting. The NRC staff stated that it would not be necessary to repeat this detailed presentation, nor any information regarding United States Army Corps of Engineers (USAGE) Hydrologic Engineering Center River Analysis System (HEC-RAS) model.

TVA plans to have the pre-submittal meeting later in 2024. TVA stated that it plans to have open and closed portions for the meeting. During the open portion, TVA plans to discuss the Browns Ferry specific hydrologic background and key updates of the Browns Ferry UFSAR. During the closed portion of the meeting, TVA plans to provide a summary of the results and specific differences between the Browns Ferry and Sequoyah/Watts Bar analytical models. However, due to the high degree of equivalency between the PMP determination methods for the three sites, and the possibility that the NRC will use the same technical reviewers, TVA said that it proposes to eliminate the discussion of Application of Gridded Precipitation that was previously provided in the Sequoyah/Watts Bar pre-submittal presentation during the next Browns Ferry pre-submittal meeting and asked for the NRC staffs thoughts regarding this elimination. The NRC staff stated that because some NRC staff that are no longer available for review of the planned LAR, additional information might be needed for the new staff or staff that did not previously work on those portions of the Sequoyah Hydrology LAR. TVA stated that

because of this, it might be beneficial to provide some of the information during its future pre-submittal meeting.

TVA also questioned whether the next pre-submittal meeting should be in-person, via teleconference (e.g., via Microsoft Teams), or a hybrid meeting given the amount of detailed information that would be presented. TVA mentioned that it maintains an office in Knoxville, Tennessee, and offered that location as a potential site for an in-person meeting. The NRC staff stated that it could support any of these meeting formats but would defer to TVAs preference.

No regulatory decisions were made at this meeting.
