SUMMARY

OF JUNE 23, 2020, PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS A PLANNED LICENSE AMENDMENT (EPID L-2020-LRM-0058)

On June 23, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with representatives of Tennessee Valley Authority (TVA, the licensee) to discuss a planned license amendment request to revise the TVA fleet Radiological Emergency Plan. The meeting notice and agenda for this meeting, dated June 11, 2020, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML20163A045. The licensees slides for the meeting are available at ADAMS Accession No. ML20175A055. A list of attendees is enclosed. No regulatory decisions were made at this meeting.

The licensees presentation described its planned license amendment request and schedule.

The licensee stated that the proposed changes to the Radiological Emergency Plan would replace the on-shift Emergency Medical Technician (EMT) coverage with an Emergency Medical Professional. An Emergency Medical Professional could be an Emergency Medical Responder, an EMT, an Advanced EMT, or a Paramedic. Additionally, the proposed changes would remove the requirement for an onsite ambulance. The licensee stated that the proposed changes would be assessed against the relevant Planning Standards, which the licensee identified in its presentation. The licensee stated that it is planning to submit its license amendment request in July 2020 and would be requesting the NRC staff to perform an expedited review.

The NRC staff stated that the licensee should, to the extent practicable, include a discussion for the basis for the original commitment being changed (e.g., the use of an onsite ambulance) and describe why it is no longer needed. Further, the NRC staff asked the licensee to clarify whether offsite ambulances would still participate in drills. Regarding schedule, the NRC staff asked the licensee to clarify what it meant by an expedited review. The licensee stated that it would be submitting its request in July 2020 and that it would be requesting approval by November 2020. The NRC staff stated that it would evaluate its ability to support an expedited review once the license amendment request has been submitted, but that its ability to support such a request would depend in large part on the licensee submitting a high-quality request that included the information that the staff had identified.

Two members of the public were in attendance. No comments or public meeting feedback forms were received.
