OF MARCH 19, 2019, CLOSED MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A LICENSE AMENDMENT REQUEST TO IMPLEMENT MAXIMUM EXTENDED LOAD LINE LIMIT ANALYSIS PLUS FOR BROWNS FERRY NUCLEAR PLANT (EPID L-2018-LLA-0048)

By letter dated February 23, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML180798140), Tennessee Valley Authority (TVA) submitted licensea amendment request (LAR) for the Browns Ferry Nuclear Plant, Units 1, 2, and 3 (Browns Ferry).

The proposed amendment would allow operation in the expanded Maximum Extended Load Line Limit Analysis Plus (MELLLA+) operating domain. The purpose of the meeting was for TVA to present to the U.S. Nuclear Regulatory Commission (NRC) staff its submitted LAR to implement MELLLA+. The meeting notice and agenda dated March 7, 2019, are available in ADAMS under Accession No. ML19067A026. A list of attendees is enclosed .

On March 19, 2019, a Category 1 closed meeting was held between the NRC staff, representatives of TVA, and TVA's contractor (General Electric Hitachi) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The discussion was focused on the differences between the NRC Office of Research confirmatory calculation limiting results and the limiting results provided by TVA in its LAR. This meeting was closed to the public due to discussion of proprietary information.

During the meeting, TVA representatives discussed the Anticipated Transient Without Scram with Instability (ATWS-1) analyses performed to support the Browns Ferry MELLLA+ LAR. By letter dated April 24, 2019 (ADAMS Accession No. ML19115A099), TVA submitted Supplement 9 to the LAR, which provided additional information regarding ATWS-1 analyses.

No regulatory decisions were made at the meeting.
