OF FEBRUARY 7, 2018, PRE-APPLICATION CONFERENCE CALL WITH TENNESSEE VALLEY AUTHORITY REGARDING A PLANNED LICENSE AMENDMENT REQUEST TO CHANGE EMERGENCY RESPONSE ORGANIZATION STAFFING AT BROWNS FERRY NUCLEAR PLANT UNITS 1, 2, AND 3 (EPID L-2018-LRM-0006)
On February 7, 2018, a Category 1 public conference call was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was for TV A to present its planned license amendment request (LAA) regarding emergency plan changes associated with the emergency response organization (ERO) at Browns Ferry Nuclear Plant Units 1, 2, and 3 (Browns Ferry). The meeting notice and agenda, dated January 23, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18036A906.

The licensee's presentation slides (ADAMS Accession No. ML18036A714) were provided prior to call and attached to the meeting notice. During the meeting, the licensee outlined the proposed emergency plan changes and the consideration that it used in development of the LAA, which included regulatory requirements, regulatory guidance, current NRC staff position, and the Sequoyah Nuclear Plant (Sequoyah) draft requests for additional information. TVA's presentation also included discussions of the licensing basis associated with the Radiological Emergency Plan for Browns Ferry, details of the proposed changes, a list of previously approved precedents, lists of applicable regulatory requirements and applicable guidance documents, and its schedule for submittal and implementation. The licensee stated that the Browns Ferry ERO LAA will be similar to the Sequoyah's LAA previously submitted, and the licensee will follow and address the requests for additional information to Sequoyah in its submittal. The licensee added that the Browns Ferry LAA will use formatting that was used in previous NRG-approved precedencies.
The NRC staff asked clarifying questions and provided observations on key issues. Specifically, the staff had a question regarding Bullet 3 in Slide 6 that stated "Reduce the number of Radiation Protection (RP) immediate response positions from 12 to 6." The staff asked TVA to explain the work that is currently being performed by the 12 RP positions and compare it with the work that will be performed by 6 RP positions. The NRC staff asked TVA to provide details on the changes. The NRC staff also had a question regarding Bullet 3 in Slide 6 that stated, "Extend augmentation response times for onsite ERO personnel to 90 minutes." The licensee responded that its intent was to extend all of the response times for augmenting responders to 90 minutes, with the exception of the offsite radiological sampling teams that are proposed to be staggered in 60-minute and 90-minute response times.
No regulatory decisions were made and no actions were taken during the conference call. One member of the public who participated in the call asked the NRC staff about radiological material release beyond the licensee's protected area. Specifically, he asked if there is any RP monitoring that will be performed outside the plant boundary. The NRC staff responded that the NRC guidance has provisions for licensee offsite radiological monitoring teams within a 10-mile plume exposure emergency planning zone in coordination with state and/or local authority radiological monitoring teams. Guidance from the Federal Emergency Management Agency also provides for radiological environmental monitoring by state authorities for the 50-mile ingestion pathway emergency planning zone.
