SUMMARY

OF SEPTEMBER 22, 2021, MEETING WITH TENNESSEE VALLEY AUTHORITY RELATED TO A PLANNED LICENSE AMENDMENT REQUEST TO ADOPT TECHNICAL SPECIFICATIONS TASK FORCE (TSTF)-205, TSTF-563, AND TO RESTORE PRIOR SURVEILLANCE REQUIREMENT FREQUENCIES FOR BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 (EPID L-2021-LRM-0092)

On September 22, 2021, an Observation Public Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority (TVA, the licensee) via teleconference. The purpose of the meeting was to discuss a planned license amendment request (LAR) to adopt TSTF-205, Revision of Channel Calibration, Channel Functional Test, and Related Definitions, TSTF-563, Revise Instrument Testing Definitions to Incorporate the Surveillance Frequency Control Program [SFCP], and to rescind prior changes to certain surveillance requirement (SR) frequencies. The planned LAR would allow the licensee to apply the SFCP to different components within an instrument loop with different SR frequencies, revise the technical specification (TS) definitions for Channel Calibration and Channel Functional Test, and restore applicable existing time-based SR frequencies to be in accordance with the SFCP. The meeting notice and agenda dated September 9, 2021, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML21252A535. The licensee presented information (ADAMS Accession No. ML21265A042) on the LAR scope and content for adopting the TSTFs, an example of the TS Definitions and SR changes, and background information on the requested changes to the applicable SR frequencies. With regard to the SR frequencies, TVA noted that the NRC approved Amendments 315, 338, and 298 to adopt TSTF-425 for use of the SFCP for the three Browns Ferry units. As part of the associated LAR, TVA proposed to consolidate 18 SRs for Channel Checks, Channel Calibrations, Channel Functional Tests, and Logic System Functional Tests, because they now had the common Frequency of In accordance with the Surveillance Frequency Control Program. However, TVA stated that it underestimated the magnitude of effort to change Surveillance Instructions and Maintenance Plans that referenced the deleted SRs, and it increased likelihood for human error for TS instrument functions that had different frequencies within the SFCP, but now had the same SR number designation. Therefore, TVA will propose to restore the SR numbers to their pre-TSTF-425 LAR status, but with frequencies that say In accordance with the Surveillance Frequency Control Program. TVA considers this to be an administrative change.

The licensee anticipated submittal of the LAR in October of 2021, with a requested approval within 1 year of acceptance, and implementation within 30 days of approval.

The NRC staff did not provide any questions to the licensee. No comments or public meeting feedback were received. No regulatory decisions were made at this meeting.
