SUMMARY

OF BURIED PIPING/CATHODIC PROTECTION PRE-SUBMITTAL MEETING

Dear James Barstow:

By letter dated May 27, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21147A359), as revised by letter dated June 6, 2023 (ML23157A126), Tennessee Valley Authority (TVA, or the applicant), submitted a letter of intent to submit a subsequent license renewal application (SLRA) for Browns Ferry Nuclear Plant (Browns Ferry), Units 1, 2, and 3.

On September 13, 2023, an observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of TVA. The purpose of the meeting was to discuss the aging management of buried piping for the upcoming Browns Ferry SLRA. TVA began its presentation with background on buried and underground piping at Browns Ferry.

A summary of the existing programs to mitigate corrosion at the site was provided including confirmation that there are no in-scope buried or underground tanks at Browns Ferry.

TVA went over exceptions and enhancements to the Buried and Underground Piping and Tanks AMP, including an overview of buried pipe coatings and buried pipe inspection requirements at Browns Ferry. TVA also discussed the results of piping inspections, the selection of soil sampling locations, and the results of soil sampling from 2009 and 2023. The TVA presentation concluded with a discussion on the lack of cathodic protection installation at Browns Ferry. The applicant noted that cathodic protection was not in the original design, the piping contains a high-quality coating, the soil is not aggressive, and TVAs analysis showed that the installation of cathodic protection is not practical.

The NRC staff asked TVA about whether site or fleet operational experience was used in determining sampling locations, and TVA confirmed they primarily used site-specific operational experience. TVA stated that the documented soil EPRI measurements would be available for

J. Barstow staff review via the portal. The NRC staff noted that the justification for not including cathodic protection in the original design could be beneficial to review and the applicant stated they would look to see if that justification was documented and available. TVA stated that they would make their analysis of cathodic protection installation at Browns Ferry available to the NRC staff. The NRC staff stated that there were sites with operational experiences of issues with a tape coating and the staff would follow-up with TVA with more information.

Additional topics included the effectiveness of jockey pump monitoring for fire protection and operational experience of selective leaching in the Browns Ferry fire protection system. The applicant concluded the meeting by stating that the Browns Ferry SLRA remains on track to be submitted in January 2024. No comments or questions were provided by members of the public.
