SUMMARY
OF AUGUST 28, 2018, PRE-APPLICATION CONFERENCE CALL WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS PROPOSED CHANGES TO MODIFICATIONS ASSOCIATED WITH APPROVED NFPA 805 FOR BROWNS FERRY NUCLEAR PLANT UNITS 1, 2, AND 3 (EPID L-2018-LRM-0053)
On August 28, 2018, a Category 1 public conference call was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was for TVA to present its planned license amendment request (LAR) regarding changes to its fire protection program at Browns Ferry Nuclear Plant, Units 1, 2, and 3. The meeting notice and agenda, dated August 17, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18229A019. A list of attendees is enclosed.
The licensee's presentation slides (ADAMS Accession No. ML18239A252) were provided prior to the call and attached to the meeting notice. During the meeting, the licensee outlined the following proposed changes to the Table S-2, "Plant modifications Committed," in the NRC-approved license conditions associated with National Fire Protection Association (NFPA)
Standard NFPA 805:
- Extend due dates for Modifications 102 and 106 by 4 months and 6 months, respectively.
- Eliminate Modification 85 - CO2 Pneumatic Alarm and Time Delay from LAR Table S-2 and revise Table B-1, "Transition of Fundamental Fire Protection Program & Design Elements," in the amendments, as appropriate.
- Revise the Renewed Facility Operating Licenses associated with the above changes.
The NRC staff asked clarifying questions and provided observations on key issues. The staff noticed that TVA plans to request to extend the due date for completion of Modifications 102 and 106 to six months following the end of the Unit 2 outage. The staff asked TVA to clarify that the proposed completion dates for these modifications will not change, if the end of the Unit 2 outage is delayed. TVA confirmed that August 14, 2019, and October 14, 2019, are the proposed completion dates for Modifications 102 and 106, respectively. Specific to Modification 85, the NRC staff also emphasized that detailed information should be provided in the proposed LAR to explain difficulties associated with developing a design compatible with the current design and justification for deleting this modification.
No regulatory decisions were made and no actions were taken during the conference call. One member of the public participated in the conference call but did not have any questions. No Public Meeting Feedback forms were received.
