SUMMARY
OF PRE-SUBMITTAL MEETING ON SEVERE ACCIDENT MITIGATION ALTERNATIVES ANALYSIS (EPID: L-2022-RNW-0019)
Dear Mr. Barstow:
By letter dated May 27, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21147A359), Tennessee Valley Authority (TVA, or the applicant),
submitted a letter of intent to submit a subsequent license renewal application (SLRA) for Browns Ferry Nuclear Plant (BFN, or Browns Ferry), Units 1, 2 and 3.
On October 06, 2022, an Observation Meeting was held between the U.S. Nuclear Regulatory Commission (NRC, or the NRC staff) and representatives of TVA. The purpose of the meeting was for the applicant to discuss its approach for the severe accident mitigation alternatives (SAMAs) analysis required as part of the Environmental Report for the SLRA for Browns Ferry.

TVA began its presentation with a brief background about the purpose of the analysis of SAMAs, highlighting that SAMAs identify design alternatives, procedural modifications, or training activities that are cost-beneficial and further reduce risks of severe accidents. The applicant further stated that the analysis of SAMAs includes identification and evaluation of alternatives that reduce accident risk. TVA proceeded to discuss their SAMA analysis approach and the SAMA results.
The NRC staff summarized the guidance used to review an SLRA SAMA submittal. The NRC staff suggested that TVA consider the lessons learned from previous license renewal applications (LRAs) and SLRAs in its development of its SAMA approach for the Brown Ferry SLRA.
The applicant concluded the meeting by stating that they acknowledged the staff feedback and that they intend to meet internally to further evaluate its SAMA analysis approach for the Browns Ferry SLRA.
There were no questions from members of the public during the public Q&A portion of the meeting.
