SUMMARY

OF APRIL 2, 2020, PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING THE FUTURE SUBMITTAL OF A LICENSE AMENDMENT REQUEST RE: ADOPTION OF 10 CFR 50.69 (EPID L-2020-LRM-0019)

On April 2, 2020, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Tennessee Valley Authority (TVA). The purpose of the meeting was to discuss the future submittal of a license amendment request (LAR). The LAR will be applicable to the Browns Ferry Nuclear Plant, Units 1, 2 and 3 (Browns Ferry) and would request NRC approval of the adoption of the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.69, Risk-informed categorization and treatment of structures, systems and components for nuclear power reactors. The meeting notice and agenda, dated March 12, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20083J268). A list of attendees is enclosed.

For the meeting, the licensee presented information (ADAMS Accession No. ML20092F574) regarding the background of 10 CFR 50.69, the LAR background, related TVA operating experience, and specifics of the Browns Ferry 10 CFR 50.69 evaluation.

During the meeting, the NRC staff asked whether the Facts & Observations closure process for fire probabilistic risk assessment (PRA) would be completed prior to submitting the LAR. TVA responded that it would not be completed prior to submittal and that it is scheduled to be completed sometime in May 2020. The NRC staff then discussed with TVA that the LAR should be as complete as possible in regards to fire PRA and should include statements as to whether the fire PRA is the same as that as described in the Browns Ferry National Fire Protection Association (NFPA) 805 LAR and resulting safety evaluation, or if it has changed since the NFPA 805 amendment was issued. If the fire PRA has changed, the specific changes should be discussed in the 10 CFR 50.69 LAR. The NRC staff provided names of NFPA 805 plants that have also submitted 10 CFR 50.69 LARs including Calvert Cliffs, Point Beach, and Prairie Island, that TVA can refer to when developing its LAR.

The NRC staff and TVA then discussed regulatory audit logistics.

The NRC staff noted that because TVA has performed a full scope peer review against American Society for Mechanical Engineers (ASME) and the American Nuclear Society (ANS) published ASME/ANS RA-S Case1 Case for ASME/ANS RA-Sb-2013 Standard for Level 1/Large Early Release Frequency Probabilistic Risk Assessment of Nuclear Power Plant Applications and that the Code Case has not been endorsed in NRC Regulatory Guide 1.200,

Revision 2, the 10 CFR 50.69 LAR should discuss whether Browns Ferrys seismic PRA considered comments in the NRC acceptance letter for ASME/ANS RA-S Case 1 (ADAMS Accession No. ML18017A963). The NRC staff then noted the need for a thorough disposition of related Facts & Observations that should include documentation of key assumptions.

One member of the public asked if the planned LAR would effect the Browns Ferry emergency activation levels. The licensee responded that it would not.
