AtAEP'srequest,AdvancedNuclearFuels(ANF)hasincorporated adebris-resistant lowertieplate(LTP)inthefuelassemblydesignasaprecaution againsttheunlikelyeventofdebrisbeingpresentintheprimarycoolantsystem.Thedebris-resistant LTPhasbeendesignedtoreducethepossibility ofdebrisenteringthefueledregionofthefuelassemblyfromtheprimarycoolantsystem.Specifically, itisdesignedtoentrapdebrisof*thesizewhichwouldbeexpectedtobecomeentrapped inthefuelassemblyspacers.Thisisanimprovement overthecurrentLTPdesigninthatitwillaidintheprevention offuelrodfailuresassociated withdebrisbecomingentrapped inthefuelassemblyspacersandproducing failuresduetofretting.

Further,entrapping debrisintheLTPinsteadofinaspacerwillprovidemoretimefortheflowtorecoverduetocrossflowaffectsbeforereachingtheHONBRregion,Areviewofthepressuredropinformation providedinReference (1)indicates thattheunchamfered debris-resistant LTPproposedforD.C.CookUnit2hasessentially thesamepressuredropasthecurrentLTP.Thatis,lessthana0.5%difference wasobservedinthetestdataobtainedbetweenthecurrentLTPandtheprcposedunchamfered debris-resistant LTP.Sincethisdifference isexceedingly small,itwillproduceonlyaveryminorinletflowperturbation.

Thisminorinletflowperturbation wouldbeexpectedtodisappear duetocrossfloweffectspriortoreachingtheaxiallocationatwhichHONBRwouldoccur.Further,thecurrentHONBRanalysisperformed for0,C.CookUnit2assumeda5%inletflowmaldistribution forthehotchannelwhichissignificantly largerthantheinletflowmaldistribution whichwouldbeexpectedfromtheLTPchange.Basedonthis,itisconcluded thattheCycle6safetyanalysiswillcovertheplantconditions expectedtooccurasaresultoftheLTPchange.Thus,AdvancedNuclearFuels(ANF)hasconcluded thattheresultspresented intheCycle6Disposition ofEventsandsafetyanalysisreportsarenotaffectedbythechangeinLTPandthatthesereportswillremainapplicable tofuture T.Georgantis (AEP)July30,1987ANF-AEP/0597 cycleswiththeunchamfered debris-resistant LTP.Consequently, ANFconcludes thatthesubstitution oftheunchamfered debris-resistant LTPforthecurrentD.C,CookUnit2LTP:(I)Doesnotinvolveasignificant increaseintheprobability ofoccurrence ortheconsequences ofanaccidentpreviously evaluated inthesafetyanalysisreports(2)Doesnotcreatethepossibility foranaccidentormalfunction ofadifferent typethananyevaluated previously inthesafetyanalysisreport.(3)Doesnotinvolveasignificant reduction inthemarginofsafetyasdefinedinthebasesforthetechnical specifications.
