GeorgiaPower Nuclear Operations Department 'e SL-4859 2084C X7GJ17-H790 July 11, 1988 U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Hashington, D.C. 20555 PLANT HATCH - UNITS 1, 2 NRC 00CKETS 50-321, 50-366 OPERATING LICENSES DPR-57, NPF-5 REOUEST FOR RELIEF FROM ASME CODE SECTION XI REOUIREMENTS Gentlemen:

This letter serves as a request for relief for Plant Hatch Units 1 and 2 from certain requirements of ASME Code,Section XI,1980 Edition with Addenda through Hinter 1981. Specifically, relief is requested from the elevated hydrostatic test pressure requirement for the Class 2 portion of the main steam lines (i.e., IHC-5222). These tests are to be performed at ten-year intervals, as prescribed by the code.

The Class 2 portion of the main steam lines of each unit extends from each of four outboard main steam isolation valves (MSIVs) to the turbine stop valve assembly. The HSIVs, which are 24-in, air-operated (AO) globe valves, are installed so that main steam pressure assists in the tight closure of the valves. However, when performing the Class 2 hydrostatic test, the valves are pressurized in the reverse direction, below the globe. This prevents the valves from holding the test pressure without the installation of special test discs. Georgia Power Company (GPC) considers the use of these discs unwarranted, since the more important Class 1 portion of the main steam system is hydro tested at reduced pressure per IHB-5222.

In lieu of Section XI requirements, a pressure test of Class 2 main steam will be performed using the Class 1 pressure and temperatures listed in Table IHB-5220-1, while simultaneously pressurizing the reactor pressure vessel (RPV), Class 1 piping, and Class 2 piping.

This relief request would constitute a permanent change to the inservice hipection/ inservice testing (ISI/IST) program submitted to the NRC by letter dated June 25, 1985, and approved by letter dated September 29, 1986. .
