l REQUEST FOR ADDITIONAL INFORMATION RELATING TO THE INSERVICE INSPECTION PROGRAM FOR THE SECOND-10-YEAR INTERVAL CAROLINA POWER AND LIGHT COMPANY BRUNSWICK SYSTEM ELECTRIC PLANT UNITS 1 AND 2 DOCKETS NOS. 50-325 AND 50-324

1. Scope / Status of Review Throughout the service life of a water-cooled nuclear power facility, 10 CFR 50.55a(g)(4) requires that components (including supports) which are classified as American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code Class 1, Class 2, and Class 3 meet the requirements, except design and access provisions and preservice examination requirements, set forth in the ASME Code Section XI, " Rules for Inservice Inspection of Nuclear Power Plant Components," to the extent practical within the limitations of design, geometry, and materials of construction of the components. This section of the regulations also requires that inservice examinations of components and system pressure tests conducted during the second 120-month inspection interval shall comply with the requirements in the latest edition and addenda of the Code incorporated by reference in 10 CFR 50.55a(b) on the date 12 months prior to the start of the second 120-month inspection interval, subject to the limitations and modifications listed therein. The components (including supports) may meet requirements set forth in subsequent editions and addenda of this Code which are incorporated by reference in 10 CFR 50.55a(b) subject to the limitations and modifications listed therein. The licensee, Carolina Power and Light Company, has prepared the Inservice Inspection (ISI) Program Plan to meet the requirements of the 1980 edition, Winter 1981 Addenda (80W81) of the ASME Code Section XI except that the extent of examination for Code Class 1 piping welds has been determined by the requirements of Tables IWB-2500 and IWB-2600, Category B-J, of Section XI of the ASME Code in the 1974 edition through Summer 1975 Addenda (74S75) and the extent of examination for Code Class 2 piping welds has been determined by the requirements of Code Case N-408.

As required by 10 CFR 50.55a(g)(5), if the licensee determines that certain Code examination requirements are impractical and relief is requested, the licnesee shall submit information to the Nuclear Regulatory Commission (NRC) to support that determination.

The staff has reviewed the available information in the Brunswick Steam Electric Plants, Units 1 and 2 second 10-year Interval Inservice Inspection Program Plan, Revision 0, submitted November 10, 1986, and the requests for relief from the ASME Coda Section XI requirements which the licensee has detennined to be impractical.

2. Additional Information Required Based on the above review, the staff has concluded that the following information and/or clarification is required in order to complete the review of the Inservice Inspection Program Plan:

A. Provide the staff with an itemized listing of the components, by system, subject to examination during the second 10-year interval.

The requested listing will permit the staff to determine if the extent of ISI examinations meets the applicable Code requirements.

B. Provide the staff with isometric and/or component drawings showing the welds, components, and supports which are required to be examined by Section XI of the ASME Code.

C. Provide the staff with a list (by Code Class) of specific exemptions applied to the systems being examined during the second 10-year inspection interval.

D. Provide the staff with a reference list of calibration blocks including identifications, material specifications, and sizes.

E. Review of the Augmented Examination section of the ISI Program Plan shows that welds in Control Rod Drive (CRD) scram discharge volume (SDV) piping may not be included for examination. The staff finds that because the SDV piping is designed and fabricated according to the requirements of ASME Section III, Class 2, and because of its importance in achieving the scram function, it should, as a minimum, be subjected to the ISI requirements for Class 2 piping in ASME Code Section XI. Have the requirements of ASME Code Section XI and the recommendations of NUREG-0803 been incorporated in the CRD section of the Brunswick Steam Electric Plant, Units 1 and 2 second 10-year Interval ISI Program Plan?

F. Plans for inservice examination of the Reactor Pressure Vessel welds should address the degree of compliance with Regulatory Guide 1.150,

" Ultrasonic Testing of Reactor Yessel Welds During Preservice and Inservice Examinations." Discuss the near-surface induced flaws and the use of electronic gating as related to the volume of material near the surface that is not being examined.

G. In Request for Relief No. RR-2, what percentage of the circumferential beltline region weld is examinable? For the proposed alternative examination, the licensee should consider substituting examinations of accessible portions of other beltline region welds for the inaccessible portion of Weld No. DC.

H. From the valve listing in Request for Relief No. RR-3, it is not clear which unit the valves are located in. The licensee should list the valves for each unit. Do the valves for Units 1 and 2 have the same identification numbers? If so, the licensee should submit a revised relief request which makes that statement.

I. Requests for relief are not automatically granted for the second 10-year inspection interval. A complete submittal of the requests for relief must be submitted for each 10-year inspection interval for the staff to review the relief requests against the updated Code requirements. Furthermore, the staff monitors the development of new or improved examination techniques. As improvements in these areas are achieved end implemented in the industry, the staff requires that these techniques be incorporated in subsequent inspection interval ISI program plan examination requirements.

Attachment 2 to the licensee's November 10, 1986 submittal contains relief requests (VR-2, PR-1, PR-3, PR-4, PR-7, PR-8, and PR-9) for the first 10-year inspection interval which endeo July 10, 1986.

These relief requests will be evaluated separately from the relief requests for the second 10-year inspection interval. Shoul.d these relief requests also be included in the ISI Program Plan for the second 10-year inspection interval? If so, the Licensee should provide a complete submittal of relief requests for the second 10-year inspection interval.

The schedule for the timely completion of this review requires that the licensee provide by the requested date, the above information and/or clarifications so that the review of the Brunswick Steam Electric Plant, Units 1 and 2 second 10-year Interval Inservice Inspection Program Plan, Revision 0 can be completed.
