NRC OPERATIONAL EVALUATIONS REPORT NO. OL-50-324/90-03

This refers to the Nuclear Regulatory Commission (NRC) observation of crew

performance on the Brunswick simulator conducted during the period

June 9-10, 1990.

The evaluation included a review of activities authorized

for your Brunswick facility. At the conclusion of the Operational Evaluations,

the findings were discussed with those members of your staff identified in the

>

enclosed report.

On May 18-19,1990, Operational Evaluations were conducted at the Brunswick

site in accordance with NUREG-1021, ES-601.

Four of the four crews evaluated,

and-eight of 27 operators performed unsatisfactorily during these evaluations

(Operational Evaluations Report OL-50-324/90-02).

In response, a meeting with

NRC management was held in Atlanta on May 24, 1990.

As a result of the

meeting, and in accordance with NUREG-1021, ES-601, additional Operational

Evaluations were scheduled.

A team composed of NRC and licensee evaluators observed these additional

,

Operational Evaluations on the simulator during June 9-10, 1990. Two of three

'

crews performed satisfactor,ily during these evaluations.

Performance

t

deficiencies were noted in the areas of command / control and communications,

manipulative and cognitive skills, and use of Emergency Operating Procedures.

These performance deficiencies are described in the details section of the

enclosed report.

A- third operational evaluation has been scheduled for July 25-26 in order to

provide the opportunity to qualify a fifth and sixth operating crew, and a

second requalification examination to reassess your currently unsatisfactory

requalification program is planned for the fall.

Prior to conducting this

reassessment, the status of your corrective actions and overall effectiveness

of your training program will be reviewed during a training inspection.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC's Public Document Room.
