EVALUATION OF CORE SHROUD REINSPECTION PLAN - BRUNSWICK STEAM ELECTRIC PLANT, UNIT 2 (TAC NO. MA3547)
Dear Mr. Keenan:
By letter dated August 28,1998, as supplemented by letter dated December 21,1998, Carclina Power & Light Company (CP&L) submitted to the NRC a core shroud reinspection plan for the Brunswick Steam Electric Plant Unit 2 (BSEP2) refueling outage 13 (B214R1) scheduled to begin on April 17,1999.
CP&L stated that the subject reinspection plan is based on the guidance for shroud reinspection and flaw evaluetion conta'. ed in the Boiling Water Reactor Vessel and Internals Prograrn (BWRV!P) topical reports BWRVIP-01," Core Shroud Inspection and Flaw Evaluation Guideline, Revision 2," end BWRVIP-07, " Guidelines for Reinspection of DWR Core Shrouds." CP&L also considered the NRC's Safety Evaluation (SE) for SWRVIP-07 in determining the reinspection frequency of the core shroud welds. The scopa of the reinspection plan corwists of ultrasonic testing (UT) of the core shroud circumferential welds H1, H4 and H6B, and vertical welds V3, V4, V5 and V6. The examinations will be performed at 100% of the accessible areas of thes:

welds. Twelve structural clamps were installed during the BSEP2 8211R1 outage to replace I
J welds H2 and H3, The five structural clamps that have not yet been reinspected will be visua' /

inspected as part of this (refueling outage 13) reinspection plan.

The NRC staff has reviewed CP&L's BSEP2 core shroud reinspection plan for the upcoming refueling outage (B214R1) and concluded that th3 proposed reinspection plan is acceptable.
The staff notes that, in the reinspection plan, CP&L has scheduled reinspection of weld H5 during BSEP2's B216R1 refueling outage. As confirmed by telephone conference with CP&L on March 10,1999, this determination of the schedule 'ollowed the staff's recommendation, as set forth in a April 27,1998, supp.ement to the NRC's SE for BWRVIP-07, that the reinspection interval (years), derived ' rom Tele i of the BWRVIP-07 guidelines, be reduced to (n/2 +1) when the reinspection inten.d (n)is longer than 2 years.
