CONCLUSION OF NRC STAFF REVIEW OF CORE SHROUD REINSPECTION PLAN FOR SPRING 1998 REFUELING OUTAGE - BRUNSWICK STEAM ELECTRIC PLANT, UNIT 1 (TAC NO. MA0811)

Dear Mr. Keenan:

This is in response to Carolina Power & Light Company's (CP&L's) letter of January 23,1998, as supplemented by letters dated February 25,1998, and May 20,1998, describing the spring

1998, core shroud reinspection plan for Brunswick Steam Electric Plant, Unit 1 (BSEP1).

The NRC staff reviewed the reinspection plan prior to commencoment of the outage and found it to be acceptable. During the course of this review, two telephone conferences were held with your staff that primarily focused on CP&L's structuralintegrity analysis qualifying weld H-1 for at least one additional operating cycle. After reviewing the information provided, the NRC staff concluded that the assumptions and methodology used by CP&L for the H-1 analysis were both appropriate and conservative. The May 20,1998, CP&L response documents the information provided by your staff during the telephone conferences.
