EVALUATION OF RELIEF REQUESTS CIP-01 TO CIP lMPLEMENTATION OF SUBSECTIONS IWE AND IWL OF ASME SECTION XI FOR CONTAINMENT INSPECTION FOR CAROLINA POWER AND LIGHT COMPANY'S BRUNSWICK STEAM ELECTRIC PLANT, UNIT NOS.1 AND 2 (TAC NOS. MA4166 AND MA4167) l

Dear Mr. Keenan:

l The NRC staff has reviewed the subject relief requests. Based on the information provided in

- the relief requests, and in response to the staff's questions, the staff concludes that for Request for Relief Nos. CIP-01,02,06,07,08,09,10,11 (with certain exceptions), 12,13,14, 15,16,17 and 18 the licensee's proposed attematives will provide an acceptable level of quality and safety. Therefore, these proposed attematives may be authorized for the second 10-year inservice inspection interval pursuant to 10 CFR 50.55a(a)(3)(i). For Requests for Relief Nos. CIP-04 and 05, the staff concludes that compliance with the specified requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. Therefore, these proposed altematives may be authorized pursuant to 10 CFR 50.55(a)(3)(ii). Proposed Request for Relief No. CIP-03 has been reviewed and found to be not required. ' Proposed Relief Request No. CIP-11 is denied in part. The enclosure contains the staff's evaluation.
