COMPLETION OF LICENSING ACTION AND ISSUANCE OF SAFETY EVALUATION REGARDING USl A-46 PROGRAM IMPLEMENTATION AT BRUNSWICK STEAM ELECTRIC PLANT, UNIT NOS.1 AND 2, RESOLUTION OF UNRESOLVED SAFETY ISSUE (USI) A-46, SUPPLEMENT NO.1 TO GENERIC LETTER (GL) 87-02 (TAC NOS. M69433/69434)

Dear Mr. Keenan:

In response to the NRC Generic Letter 87-02, " Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety issues (USI) A-46," dated February 19,1987, and Supplement 1 dated May 22,1992, you elected to follow the Seismic Qualification Utility Group commitments set forth in the " Generic Implementation Procedure - 2" (GIP-2). By letter dated September 15,1995, you submitted a summary report of the results of the USl A-46 program implementation at Brunswick Steam Electric Plant (BSEP) Unit Nos.1 and 2, and provided your response to the staff's March 12,1997, request for additional information (RAl) by letter dated June 17,1997.

The NRC staff has issued the enclosed Safety Evaluation of the USI A-46 implementation program at BSEP Units 1 and 2. The staff has concluded that A-46 implementation program I has, in general, met the purpose and intent of the criteria in GIP-2 and the staffs Supplemental '

Safety Evaluaton Report No. 2 for the resolution of USl A-46. The staff has determined that your corrective actions and physical modifications for resolution of outliers were satisfactorily j completed, and as a result, provide sufficient basic to close the USl A-46 review at the facility.

The staff also concluded that your implementation program to resolve USl A:46 at the facility has adequately addressed the purpose of the 10 CFR 50.54(f) request.
